Check meetup.com for Tel Aviv, there is every week something going on. Next step: Join one of the coworking spaces: - Techloft, The Hub Tel Aviv, SoSa, WeWork, Mindspace, Hamifal and you are good to go.

Specifically in Tel Aviv? I'm from Herzliya (same geographic region) and working in Hi Tech, worked in startups as well, if that helps
