Average Developer salary & where to look for employees?

We are starting our company in Tallinn and I have two questions:
I would like to know what the monthly average salary for a Developer in Tallinn is?
And:
What is the fastest way to find and hire people in Estonia? Does anybody have ideas for websites, agencies, "headhunter" etc?
