Pharmacies in Austria as in most of Europe are strictly regulated and part of a state-mandated corportation. While the appropriate studies and experience may comply with the statutory minimums, you might find it difficult to find a pharmacists that will hire you. And if they do not as a pharmacist, rather as a backoffice help (but this is only for larger pharmacies). The main logic is that customers would not appreciate being served by a foreigner. Think of the demographic of the pharmacy customer.
Reality is also there are lots of pharmacists for a fixed number of locations.
