I've been living and working in Bucharest for 10 years now. All the negative factors you are mentioning are still existing if you seek employment in the public sector. However, if it is a multinational company that will be your employer, there is a high probability that you will have a fair treatment and opportunity based on your competencies.
About living in Bucharest: it has certainly improved in the last years, and by this I mean that public services are better, but there is still a lot of room for improvement. If politics influence your happiness factor, you may have seen the huge protests earlier this year because there are things to improve also in this area.
