With everything happening these days, is Cairo a safe city to move to? Are Maadi and Heliopolis still fairly safe areas to live and work in?

Cairo is definitely very safe. I've been living here all my life and I can assure you there's no need to be afraid.
You've also picked two of the best neighborhoods in Cairo. Yes, they are still safe for both living and working.
i understand from your questions that u visit Cairo before, Cairo is still as before, nothing changed. Just take care of your handbag if u see a motorcycle or Tok Tok and don't wear shorts clothes or very tight when you are walking alone in the streets.
It's safe as long as you are always with a group and not involved in politics/human rights.
its safe for the areas you mentioned and the A class areas but in medium and low class areas its somehow dangerous especially for females.
