Is a simple and pacific city?
I think "simple and peaceful" is a great way to think of Tartu. Very walkable, green and quiet. Time feels like standing still even when coming from Tallinn, another Estonian city mere 2 hours North.
Tartu is definitely relaxed and peaceful town. Not busy and hurried. Lots of green, beautiful river, nice cafes and bars.
