In my experience is some kind of hard because of the bureaucracy and you´ll have an accountant to help you create and understand the tax planning and related stuff -> new goverment said they will make it easier to create a company here (looks like they are working on that)
Anyway it´s not impossible... just do your research before choosing the way and the proper company type for doing business in Argentina.
For example, you have the option of monotributo which is an easy to maintain and to access and also an inexpensive option for the very beginning / small company / freelancer and having your invoices till a certain level of invoicing. Monotributo = all taxes in one (I don´t know if it´s available for foreigners)
