For tourists in the city is uber, local people can not use it.
Uber definitely! the other apps are good but not that efficient
Taxi apps are not widely used in Buenos Aires.
On the other hand, there are plenty of well-known taxi companies working by phone.
PD: Do not take a taxi in the street. It can be risky and it will most probably overcharge you.
