It really depends where are you from and what are you looking for. Everything in Hong Kong has 2 sides. You either really like it or your really hate it.
I have been living in Hong Kong for ~20 years and recently relocated to Tallinn Estonia.
Hong Kong is a fantastic city to experience everything from all over the world including East and West. The amount of skyscrapers is crazy in Hong Kong as well. The food is awesome and diverse. It is super safe. It is super convenient. It is super populated given the size of land available.
It is very foreigner friendly compare to most of her Asian neighbors despite of 90%+ citizens are Chinese ethics. Offtopic: ironically, Hong Kong people hate people from mainland China the most because of various reasons.
The biggest problem for foreigners to live in Hong Kong would be the very-expensive rent. You'd probably find the rent unacceptable unless you are from downtown Tokyo, downtown London or downtown Manhattan.
With reasonable rent, you'd probably end up in a tiny apartment that most of the people from Europe or America cannot even imagine.
This is one of the biggest reasons that I left Hong Kong. But it is definitely worth living here for a short period. Or, stay here if you have good income.
